Native Flower Wasp (Tiphiidae family).  Wasps in this family are large and dark-colored with metallic hues.  They have solitary and non-aggressive behaviors.  These types do not actually build communal nests, they just nest in soil or wood.  There is no need to eliminate them for they are important pollinators, indeed beneficial to the environment.
